  • Demands explanation over alleged duplicate Itori PHC projects
  • Asks EFCC, ICPC to investigate constituency projects

The Ogun Good Governance Forum (OGGF) has raised fresh questions over what it described as N1.27 billion worth of questionable health-related projects contained in the 2026 Appropriation Act and allegedly linked to Ogun West.

The group is demanding explanations from Senator Solomon Adeola, popularly known as Yayi, over the projects, while giving relevant authorities and agencies seven days to provide answers before it petitions the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

According to OGGF, its latest review of federal budget documents identified projects marked as “ongoing” despite what the group claims are discrepancies between the budget descriptions and conditions on the ground.

The allegations could not be independently verified from publicly accessible sources searched by TheCityPulseNews.

At the centre of the controversy, according to the group, are four projects involving medical equipment, diagnostic instruments and primary healthcare infrastructure.

N350M MEDICAL EQUIPMENT PROJECT

OGGF cited ERGP25237175, a project valued at N350 million, described in the budget as the supply of medical equipment to selected healthcare centres and hospitals in Itele, Remo, Wasimi, Imasayi, Mowe and Ifoyintedo communities.

The project is reportedly domiciled with the University College Hospital (UCH), Ibadan.

OGGF alleged that visits by its field team to some of the locations did not reveal equipment corresponding to the amount allocated.

The group is therefore asking: where was the N350 million worth of equipment supplied, and to which facilities?

N500M AYETORO HOSPITAL PROJECT UNDER SCRUTINY

Another project cited by OGGF is ERGP20277807, valued at N500 million, for the provision of equipment and diagnostic instruments for General Hospital, Ayetoro, Yewa North.

The group alleged that the hospital does not have the level of diagnostic capacity that the budgeted project suggests.

OGGF is demanding that the relevant authorities publish procurement documents, delivery records, contractors’ details and evidence of execution.

N420M ITORI PHC QUESTION

The most contentious issue raised by the group concerns two separate budget entries for a Primary Health Centre in Itori.

OGGF identified:

ERGP25239412 — N70 million: Construction of Primary Health Centre, Itori, Abeokuta South Federal Constituency.

ERGP20277808 — N350 million: Construction of Primary Health Centre, Itori, Abeokuta South Federal Constituency.

The group said both entries appear to describe the construction of a PHC in the same location but are attached to different agencies and different allocations.

Together, the two entries amount to N420 million, prompting OGGF to demand clarification on whether they represent separate projects or a duplication in the federal budget.

‘WHERE ARE THE PROJECTS?’

OGGF said the issue goes beyond political disagreement, arguing that Nigerians deserve to know whether budgeted constituency projects are actually executed.

The group challenged the relevant agencies to provide evidence of execution, including contracts, procurement records, payment schedules, certificates of completion, project locations and photographs.

It also called on Ogun residents to demand greater transparency over federal constituency projects allocated in their communities.

OGGF SETS OUT NEXT STEPS

The group said that, at the expiration of its seven-day timeline, it intends to:

Petition the EFCC and ICPC to investigate constituency projects it says are linked to Senator Yayi across relevant MDAs from 2023 to date.

Submit Freedom of Information (FOI) requests to UCH, the Federal Neuro-Psychiatric Hospital, Aro, and other relevant agencies for procurement and project records.

Seek legal remedies at the Federal High Court, Abeokuta, including an order compelling disclosure and accountability over the projects.

OGGF said its campaign would continue until the status of the projects is established and relevant records are made public.

The group maintained that its latest allegations are part of a wider review of federal constituency projects in Ogun State.

Senator Solomon Adeola and the affected government agencies were not quoted in the statement responding to the allegations. Their responses would be necessary to establish the status, scope and implementation of the projects in question.
